Fact: FTC Chair Andrew Ferguson said on September 25 that developers directing AI agents should bear responsibility for harm, and favored using existing legal tools. These were remarks at Reuters Momentum AI, not a new adjudicated liability standard. Reuters, September 25.

Inference: Accountability will depend on instructions, permissions and audit trails.

Uncertainty: Application to individual incidents remains unsettled.

Why it matters: For MATLAB-connected agents, record authorizations and tool calls; enforce least privilege, independent risk limits and shutdown controls.

2. AI-assisted fuel research moves from data retrieval toward trade proposals

Fact: Reuters examined Sparta’s Leonidas AI on September 25. Sparta’s September 7 launch describes a research engine combining commodity curves, arbitrage economics, news, seasonality and specialist agents, with early-adopter access. This is recent coverage of an earlier launch. Sparta, September 7. Reuters commentary, September 25.

Inference: Research speed may improve before executable alpha does.

Uncertainty: Vendor descriptions and demonstrations do not establish audited returns or robustness.

Why it matters: Benchmark suggestions against frozen baselines using point-in-time inputs, freight and basis constraints, realistic fills and net transaction costs.

3. SPY and QQQ face a weekend oil-risk reset after Iran proposal rejection

Fact: Trump said he rejected Iran’s proposal to reopen the Strait of Hormuz and end fighting; Iran reiterated its preference for diplomacy on September 27. Before that weekend news, SPY closed Friday at 771.35 (+0.54%) and QQQ at 744.50 (+0.46%). Reuters via GMA, September 27. SPY history · QQQ history.

Inference: Friday’s prices may not capture the revised energy-risk outlook.

Uncertainty: No Sunday-morning U.S. equity reaction or executable options surface was available; a Monday direction cannot be inferred.

Why it matters: Wait for fresh oil, NQ–ES, yields, breadth and auction data before sizing opening participation.

4. U.S.–China tariff recommendations target goods in both directions

Fact: The White House’s September 25 fact sheet says the countries agreed on recommendations for more favorable tariff treatment covering 30 billion dollars of non-sensitive goods in each direction. Listed categories include U.S. agricultural and medical-device exports and imports of small appliances, toys and other consumer goods. White House, September 25.

Inference: Selected supply chains could receive cost relief if implemented.

Uncertainty: Covered trade value is not tariff savings; rates, product schedules, effective dates and pass-through were not established by the fact sheet.

Why it matters: Model product-level exposure and implementation dates before changing margin or inflation assumptions.

5. Apple faces a $5.7 billion haptics patent verdict and plans an appeal

Fact: A U.S. jury found Apple’s Taptic Engine infringed two Taction patents and awarded more than $5.7 billion, Reuters reported September 26. Apple disputes infringement and said it would appeal. Reuters, September 26; verdict September 25.

Inference: Litigation creates a separate cash-flow and product-risk scenario.

Uncertainty: The verdict is not a final cash payment; appeals and post-trial decisions can change the outcome.

Why it matters: Track court milestones and disclosures; distinguish contingent exposure from realized earnings or cash charges.

Liquidity and funding

  • Closed-session conditions: No live U.S. ETF spreads, depth, auction imbalances or executable options surfaces were available at the Sunday cutoff. Friday volume is an activity proxy, not proof of reopening liquidity.
  • ETFs, September 25 at 3:00 p.m. CT: SPY 771.35 (+0.54%), volume 35.01 million; QQQ 744.50 (+0.46%), volume 29.80 million. SPY · QQQ.
  • Treasuries, September 25 indicative par curve: two-year 4.81%, ten-year 5.17%, twenty-year 5.54%, thirty-year 5.49%. The two-year fell 6 basis points that day; the thirty-year rose 2. These are curve estimates, not executable bond quotes. U.S. Treasury.
  • Funding: September 24 SOFR and EFFR were both 3.88%, published September 25. These were the latest verified observations. SOFR · EFFR.
  • Volatility, September 25: VIX closed at 14.87. October, November and December VX settled at 17.5046, 18.3843 and 18.7539, respectively—an upward curve. Cboe VIX · Cboe settlements.

Volatility regime

Moderate, medium confidence; elevated reopening-gap risk. Friday’s VIX and VX curve do not show acute stress. Weekend energy news, high long yields and quarter-end positioning can nevertheless make Monday execution materially riskier than prior-close volatility suggests. Reclassify using fresh prices after reopening.

Factor proxies

Factor ETF September 25 Four weeks*
Momentum MTUM +0.33% +6.27%
Value VLUE +0.59% +0.17%
Quality QUAL +0.47% −0.01%
Size IWM +0.11% −4.66%
Growth IWF +0.50% +2.85%
Low volatility SPLV +0.27% −5.03%

September 25 versus September 24 for the daily horizon, and August 28 for four weeks. Calculated from split-adjusted Close prices, excluding dividends; these are ETF proxies, not isolated factor total returns. No newer cash-session data exist.

Value led Friday; momentum and growth led over four weeks. Size and low volatility lagged substantially over the medium horizon.

Execution implications

  • Separate the Sunday futures reopen, Monday premarket, opening auction, first 30 minutes and quarter-end closing flows. Refresh event calendars and contract expiry dates before trading.
  • Require current spreads, displayed depth, quote age and auction imbalances. Use limit prices, participation caps and realized-slippage kill switches; do not assume Friday volume implies tight Monday spreads.
  • Rebuild SPY, QQQ and AAPL volatility, skew, open-interest and strike-liquidity maps after reopening. Dealer gamma direction and consolidated options depth were not verified; 0DTE hedging is a risk scenario, not a directional forecast.
  • Reject stale, crossed, zero-bid, one-sided and thin quotes. Model partial fills, cancellations, opening gaps and nonlinear impact.

Watchlist: SPY, QQQ, IWM, TLT, VIX, MTUM, VLUE, QUAL, IWF, SPLV, AAPL, MSFT, NVDA, XLE, USO, ES, NQ, CL, ZT, ZN, ZB, VX.

DRL Improvements for the MATLAB System

  1. Add session state, weekend-gap duration, oil return, NQ–ES relative strength, curve changes, VX slope, quote age, auction state and expiry state.
  2. Enforce drawdown, concentration, turnover, liquidity and daily-loss constraints outside the reward; penalize downside risk, non-executable fills and implementation shortfall inside it.
  3. Randomize gaps, depth collapses, spread widening, partial fills, stale quotes, latency and nonlinear impact; include correlated oil and rate shocks.
  4. Use purged, embargoed walk-forward evaluation, frozen baselines, multiple seeds and untouched weekend and quarter-end blocks; report net performance by regime.

Model hygiene

Prevent leakage, survivorship and look-ahead bias with point-in-time universes and first-known timestamps. Handle corporate actions consistently; reject stale options quotes; record rejected trials to control multiple testing. Calibrate out of sample and monitor feature, probability, policy, cost and regime drift.

MATLAB optimization

  • Align asynchronous market and macro data with timetable, retime and synchronize, preserving publication timestamps.
  • Vectorize rolling features, preallocate buffers and profile the environment before parallelizing.
  • Run parallel bayesopt across independent purged folds with reproducible random streams.
  • Use GPUs for sufficiently large neural-network batches; keep environment, execution-cost, constraint and agent modules separate.

High-value research question

Does the Sunday oil gap, conditioned on NQ–ES relative strength, the two-year-yield change and Friday’s VX slope, predict QQQ Monday opening continuation versus reversal after realistic auction and 0DTE costs?

Compare against a gap-only baseline. The test asks whether cross-asset information adds value beyond the opening gap while accounting for execution friction.
