Quant Market Brief — September 24: Treasury Stress & Private AI Memory
Research cutoff: September 24, 2026, 6:27:49 a.m. CT. Market observations below are prior-close, published fixings, or indicative premarket quotes—not verified consolidated executable prices.
1. Google designs private, persistent memory for cloud AI

Credit: original Market State Lab category illustration; not an event photograph.
Fact: Google DeepMind described persistent, cross-device AI memory using isolated computing environments, per-user encrypted databases, and decryption keys held on personal devices. Its September 23 announcement also describes a public software-transparency record and independent audits. Google DeepMind
Inference: Persistent memory makes key management, retention, deletion, and access boundaries part of an agent's core architecture.
Uncertainty: These are vendor design claims, not an independent validation of every deployment. Availability and operational effectiveness remain to be established.
Why it matters: Give MATLAB-connected agents explicit retention and deletion controls. Keep secrets out of model memory and separate remembered user information from training and evaluation datasets.
2. Treasury basis positions shrink as arbitrage returns compress

Fact: Morgan Stanley estimates leveraged Treasury basis positions have fallen 20% this year to $1.2 trillion, chiefly in two- and five-year contracts, as arbitrage opportunities compress. Reuters, September 24
Inference: Smaller positions need not mean forced deleveraging; expected returns can simply deteriorate.
Uncertainty: These are estimates, not a complete view of leverage or funding stress.
Why it matters: Model repo costs, haircuts, margin, cheapest-to-deliver selection, and roll exposure separately. A basis strategy is not merely a directional Treasury trade.
3. Nasdaq futures lead declines before Trump–Xi talks

Credit: original Market State Lab category illustration; not an event photograph.
Fact: At 4:25 a.m. CT, Dow, S&P 500, and Nasdaq-100 futures were down 0.33%, 0.57%, and 1.01%. Brent was back above $100 amid geopolitical and summit uncertainty. Reuters, September 24
Inference: Technology's underperformance is consistent with renewed duration and risk-appetite pressure.
Uncertainty: Quotes were indicative; consolidated depth, auction imbalances, and dealer gamma were unavailable.
Why it matters: Gate SPY/QQQ participation on fresh NQ–ES strength, yields, oil, breadth, and observed fill quality—not the overnight direction alone.
4. Fed's inflation strategy leans on expectations without job losses

Credit: original Market State Lab category illustration; not an event photograph.
Fact: Reuters' September 24 analysis describes policymakers' hope that credible inflation control can moderate price-setting without substantial unemployment increases, including comments by Richmond Fed President Thomas Barkin on September 23. Reuters
Inference: The soft-landing thesis depends partly on expectations, not demand restraint alone.
Uncertainty: Persistent supply and energy shocks could still require weaker demand; this is a conditional strategy, not an outcome.
Why it matters: Keep inflation expectations, realized prices, labor conditions, and demand in separate state variables. Stress-test both disinflation and renewed tightening.
5. SoftBank raises $11.1 billion to finance its AI bets

Credit: original Market State Lab category illustration; not an event photograph.
Fact: SoftBank issued $11.1 billion of dollar- and euro-denominated high-yield bonds to support OpenAI and other AI commitments, according to Reuters on September 24. Reuters
Inference: Debt financing increasingly connects AI investment outcomes to credit and refinancing conditions.
Uncertainty: Successful issuance does not establish profitable investments; private valuations, cash generation, and refinancing remain material risks.
Why it matters: Track funding costs, maturity concentration, investment cash flows, and liquidity together—not headline commitments alone.
Quant & Market Dashboard
Liquidity and funding
- Futures: Dow −0.33%, ES −0.57%, NQ −1.01% at 4:25 a.m. CT. Reliable consolidated spreads, depth, and volume were unavailable.
- ETF indications: At 6:04 a.m. CT, SPY was 763.83 (−0.52%) and QQQ 734.46 (−0.91%). Treat these as indicative, non-consolidated quotes. September 23 closes were 767.81 and 741.21, on 43.60 million and 32.03 million shares respectively. Prior volume is an activity proxy, not today's executable capacity. SPY, QQQ
- Treasuries: September 23 indicative bid-side par yields: two-year 4.85%, ten-year 5.11%, twenty-year 5.45%, thirty-year 5.40%; daily changes +14, +15, +12, and +11 basis points. These are official daily curve estimates, not live trades or depth. U.S. Treasury
- Funding: Latest verified observations were September 22 SOFR 3.87% and EFFR 3.88%. September 23 fixings were not verified at the cutoff; live repo specials and haircuts were unavailable. SOFR, EFFR
- Volatility: September 23 October, November, and December monthly VX settlements were 17.7372, 18.4683, and 18.8040—contango. The accessible spot-VIX series lagged at September 22's 14.21; no September 23 spot close was verified. Do not compare these as simultaneous observations. Cboe settlements, VIX series
Volatility regime
High execution/event risk, medium confidence. This is a qualitative risk classification, not a claim that live VIX signals stress. The Treasury yield jump, roughly 1% Nasdaq-futures decline, oil, and headline risk raise gap and adverse-selection exposure. The verified VX curve remains non-inverted; a broad funding crisis is not established.
Factor proxies
| Factor | ETF | September 23 | Four weeks |
|---|---|---|---|
| Momentum | MTUM | −0.30% | +4.26% |
| Value | VLUE | −0.79% | −0.37% |
| Quality | QUAL | −0.42% | −0.75% |
| Size | IWM | −1.84% | −5.69% |
| Growth | IWF | −1.03% | +2.99% |
| Low volatility | SPLV | −0.82% | −5.97% |
Calculated from split-adjusted closing-price proxies, excluding dividends: September 23 versus September 22 and August 26. Not pure-factor total returns. Sources: MTUM, VLUE, QUAL, IWM, IWF, SPLV.
All six fell Wednesday; momentum and quality were relatively resilient. Only momentum and growth were positive over four weeks. Low-volatility equities did not provide absolute downside protection.
Execution implications
- Separate pre-release, post-release, opening-auction, and first-30-minute regimes. Weekly claims normally arrive Thursday at 7:30 a.m. CT; no current release was available at the cutoff. Labor Department release schedule
- Require fresh spread, depth, quote-age, and auction-imbalance checks. Do not import yesterday's option surface unchanged.
- Use auction-aware limits, participation caps, cancellation controls, and realized-slippage kill switches; reduce activity when depth is unverified.
- Rebuild SPY/QQQ implied volatility, skew, open interest, and strike liquidity after the release and open. Same-day expiry can concentrate hedging; dealer gamma sign and magnitude were not verified.
- Reject stale, crossed, zero-bid, one-sided, or thin options markets. Model repo, margin, and Treasury basis independently of outright yield moves.
Watchlist: SPY, QQQ, IWM, TLT, SHY, MTUM, VLUE, QUAL, IWF, SPLV, GOOGL, NVDA, HYG, XLE, ES, NQ, ZT, ZN, ZB, VX, CL.
DRL Improvements for the MATLAB System
- Add funding-publication lag, missing-data flags, yield changes, quote age, session, and event phase. Use only information available at each decision timestamp.
- Enforce drawdown, concentration, leverage, liquidity, and daily-loss constraints outside the reward. Penalize downside tails and implementation shortfall inside it.
- Randomize funding and margin shocks, depth collapses, spreads, partial fills, latency, and nonlinear impact; score robustness separately by regime.
- Use purged, embargoed walk-forward evaluation with frozen baselines, multiple seeds, and untouched event blocks. Calibrate costs on training data only.
Model hygiene
Control leakage, survivorship and look-ahead bias, corporate actions, first-available timestamps, stale options quotes, and multiple testing. Separate regular and overnight sessions. Calibrate out of sample, retain rejected trials, and monitor feature, probability, policy, transaction-cost, and regime drift.
MATLAB optimization
- Align data with
timetable, retime, andsynchronizeusing first-available timestamps; preserve missingness and staleness rather than backfilling future information. - Vectorize rolling features, preallocate buffers, and profile environment steps before parallelizing.
- Run parallel
bayesoptacross independent purged folds with reproducible random streams and multiple seeds. - Use GPUs for sufficiently large neural-network batches; separate environment, execution-cost, constraints, and agent modules.
High-value research question
Does adding lagged funding conditions and live Treasury-yield changes to a QQQ–SPY opening model improve net walk-forward performance beyond price, spread, and depth signals alone?
Test incremental value against added complexity, publication-lag leakage, tail execution costs, and unfilled orders.
