## 1\. OpenAI plans to withdraw its models from SpaceX-owned Cursor

**Fact:** Reuters reported on August 29 that OpenAI plans to stop supplying models to Cursor, the coding platform now owned by SpaceX, under a change-of-ownership provision. The proposed cutoff is November 12, while Cursor says discussions are continuing. **Inference:** Model access is becoming a contractual and strategic dependency, not merely a technical integration choice.

**Uncertainty:** The cutoff has not taken effect, negotiations remain open, and the effect on users depends on Cursor's fallback models and migration execution.

**Why it matters:** Keep MATLAB and agent workflows provider-neutral: isolate model adapters, version prompts and tools, regression-test fallbacks, and define contractual and technical exit paths before a provider change becomes urgent.

## 2\. CFTC penalizes trading on advance presidential-speech information

**Fact:** The CFTC said former White House aide Gabriel Perez used advance access to presidential speeches to trade Kalshi mention-market contracts between December 2025 and February 2026\. The settlement requires $107,539.02 in disgorgement, a $65,000 civil penalty, and a three-year trading ban; the agency said cooperation reduced the penalty. **Inference:** Event-contract surveillance must combine market data with information-access provenance; price-only anomaly detection is insufficient.

**Uncertainty:** One enforcement action does not establish the incidence of similar conduct across prediction markets or traditional derivatives.

**Why it matters:** Add restricted-event lists, access logs, feature provenance, delayed-data controls, and human review around government speeches and other potentially material nonpublic information.

## 3\. Nasdaq slips as semiconductor weakness outweighs broader resilience

**Fact:** On August 28, the S&P 500 fell 0.25% to 7,711.76, the Nasdaq Composite 0.52% to 26,402.42, and the Dow 0.02% to 53,559.99\. Nvidia declined 4.6% and Marvell 10.3%; declining shares outnumbered advancers 1.77-to-1 on the NYSE and 2.19-to-1 on Nasdaq. U.S. exchange volume was 15.68 billion shares versus a 15.8 billion 20-session average. **Inference:** The session showed meaningful semiconductor and breadth pressure, but average aggregate volume and a nearly flat Dow do not confirm a broad liquidation regime.

**Uncertainty:** Dealer gamma, consolidated option depth, closing-auction imbalances, and executable spread data were not independently available.

**Why it matters:** Treat Monday's reopen as fresh price discovery. Gate QQQ continuation trades on NQ–ES relative strength, breadth, yield behavior, and realized slippage rather than Friday's index close alone.

## 4\. Warsh says inflation progress is not yet sufficient

**Fact:** In his August 28 Jackson Hole address, Fed Chair Kevin Warsh said inflation was still above target and that the Federal Reserve had more work to do absent clearer progress toward 2%. Reuters reported that market pricing for a September increase rose to roughly 57%–60% from about 35% before the speech. **Inference:** The policy distribution shifted toward renewed tightening, with the front end more sensitive to incoming inflation and labor data.

**Uncertainty:** Warsh did not commit the FOMC to a September move; market-implied probabilities can change quickly and are not forecasts.

**Why it matters:** Preserve separate hold, conditional-hike, and communication-shock regimes. Model expected policy rates, term premium, Treasury supply, and market-functioning support as distinct drivers.

## 5\. Pasqal's Nasdaq debut highlights quantum-computing optimism—and execution risk

**Fact:** French quantum-computer maker Pasqal rose as much as 73% in its August 28 Nasdaq debut before paring the gain to about 40%. Its merger with Bleichroeder Acquisition Corp II valued the transaction at roughly $2 billion and supplied about $360 million in cash. Reuters reported 2025 revenue of €16.5 million and seven deployed machines. **Inference:** Public-market enthusiasm is assigning option value to quantum hardware well before mature revenue and application economics are established.

**Uncertainty:** Quantum error rates remain a central technical obstacle; commercial timelines, dilution, margins, utilization, and a repeatable high-value application remain uncertain.

**Why it matters:** Evaluate quantum exposure using hardware reliability, workload advantage, utilization, customer concentration, revenue quality, cash runway, and dilution—not debut momentum alone.

**Moderate, medium confidence.** Friday's delayed VIX close was 14.43\. September, October, and November VX settled at 16.9353, 18.7002, and 19.3599, a clear contango structure without a prior-close stress signal. The sharp two-year-yield repricing, weak Nasdaq breadth, semiconductor dispersion, and weekend information gap nevertheless raise Monday opening risk. Friday favored value and low-volatility proxies relative to momentum, size, and growth. Over four weeks, value led and growth remained strong, while low volatility lagged and momentum was approximately flat.

### Execution implications

- Weekend quotes are stale by construction; do not seed Monday cost or option-surface estimates from Friday's final snapshots without freshness checks.
- Treat the futures reopen, premarket ETF session, and cash opening auction as separate price-discovery regimes.
- Use auction-aware limits, participation caps, current depth checks, and realized-slippage kill switches. Delay size increases until breadth and depth confirm.
- Friday weekly expiry has reset short-dated positioning. Rebuild SPY/QQQ implied volatility, skew, open interest, and strike-liquidity maps; dealer gamma direction was not verified.
- Reject stale, crossed, zero-bid, one-sided, or thin options quotes. Maintain separate spread and impact models for the opening rotation and the first 30 minutes.

1. Add weekend-closure length, event age, yield shock, breadth, factor dispersion, VX slope, quote age, and auction state to the observation space.
2. Enforce drawdown, concentration, turnover, liquidity, and daily-loss constraints outside the reward; penalize downside risk and implementation shortfall inside it.
3. Randomize weekend gaps, yield jumps, spread widening, opening rotations, partial fills, stale options quotes, latency, and nonlinear impact.
4. Use purged, embargoed walk-forward testing with frozen baselines, multiple seeds, regime scorecards, and untouched policy-event and weekend-gap blocks.

### Model hygiene

Control leakage, survivorship and look-ahead bias, availability timestamps, corporate actions, stale options quotes, crossed markets, and multiple testing. Calibrate out of sample, retain rejected trials, and monitor feature, probability, policy, transaction-cost, and regime drift.

### MATLAB optimization

- Align market, factor, and event data with `timetable`, `retime`, and `synchronize`, preserving availability timestamps.
- Vectorize rolling features, preallocate episode buffers, and profile environment steps and memory copies before parallelizing.
- Run parallel `bayesopt` only across independent purged folds, with reproducible random streams and multiple final-policy seeds.
- Reserve GPUs for sufficiently large neural-network batches; keep environment, execution-cost, risk-constraint, and agent modules separate.

### High-value research question

**Does Friday factor dispersion, conditioned on the two-year-yield shock and VX slope, predict Monday QQQ opening-gap continuation versus reversal after realistic auction and option-hedging costs?**

This is worth testing because it targets an actionable opening-execution decision while separating weekend information accumulation from Friday's factor and policy repricing.
